The Asokore Mampong Municipal Assembly, one of the newly-created assemblies in the Ashanti Region, won the 2015 Local Government Service Award to become the best assembly in the Region for delivering efficient services.
The Local Government management instituted performance system is to help improve the performance of Metropolitan, Municipal and District Assemblies (MMDAs) in a performance contract that these institutions have signed with Metropolitan, Municipal District Coordinating Directors (MMDCDs) all over the country.
Mr. Adam Mohammed Baba, Municipal Co-ordinating Director, explained that the Municipal Chief Executive plays a major role in the provision of resources.
He explained that the key areas considered for assessment, include institutions specific performance, performance reporting, implementation of action plan and financial management, human resource management, customer service initiative, work environment initiatives and cross cutting issues.
According to the MCD, each key performance indicator represents the deliverables that the director and his staff achieve against the maximum result, while each of the key areas has a minimum for performance indicators, which, he said, are evaluated at the end of the year.
He underscored that the institution’s performance relates to enhancing security, as the assembly was expected to construct a police station and court building, improve access to quality education, and to complete, at least, two educational facilities, improve property rate by at least 10% minimum (the Assembly was able to hit 11% in this case), health coverage to provide equipment for three health facilities, and de-silting of drains, including the Aboabo drain.
Mr. Baba disclosed that the development of accurate action plans and quality capacity building were all achieved through efficient and effective collaboration of all departmental heads, knowing that they were competing with 216 other MMDAs.
