Bosome-Freho, Bosomtwe Area Councils Inaugurated

The Bosome-Freho and Mountuo Area councils in the Bosome-Freho District in the Ashanti Region have been inaugurated, as part of efforts to boost local governance and ensure participatory democracy.
The composition of the area councils is made up of not less than10 and not more than15 members, consisting of both elected assembly members and unit committee members who shall elect a Chairman among the council’s own membership to lead the councillors and superintend over meetings.

Inaugurating the Bosome-Freho and Bosomtwe Area councils at Asiwa and Mmrontuo respectively, the Bosome-Freho District Chief Executive, Kwame Adarkwah, said the inauguration and operation of the area councils formed a critical part of Ghana’s governance structure, as it brought democracy to the doorsteps of the local communities.

Mr. Adarkwah, who swore the members of the two councils into office, stated that these local governance sub-structures would go a long way to enhance the work of the various assemblies in the areas of revenue mobilisation, budget planning, and project monitoring among others, and also make proposals to the assemblies for the levying and collection of special rates and levies.

Mr. Adarkwah disclosed that for a start, some staff of the decentralised departments like Community and Social Welfare would be deployed as secretaries to the various area councils. The District Planning Officer, Mr. Eric Anaafi, who educated the councillors on their core functions and duties, stated that a council was mandated to hold, at least, four meetings every quarter in a year.

He said apart from the Chairman, who has the powers to convene a meeting, a one-third majority of council members could also call for a meeting to be held, and such a meeting shall be deemed legal.
